The core purpose of the Program and Change Management Lead is to
·Design, develop, and implement project portfolio management capabilities and processes across a global operations organization of more than 34 Manufacturing sites, >14,000 projects, and >2,200 project and portfolio managers
·Implementing these capabilities and processes with a focus on the associated change management, adoption strategy, and implementation/execution plans for the global center function Project Portfolio Management Office
·Design and deliver reports for the most strategic programs and projects within GMS (Global Manufacturing Supply) to the senior GMS leadership team
·Establish and implement global standard KPIs for measuring the GMS network on project and portfolio performance
·Ensure the portfolio management systems, processes, and tools capture and address the needs of customers, stakeholders, and patients
·Designs and ensures enthusiastic implementation of standard best-known-methods across the global constellation of GMS PMOs
·Drives rapid and value-added consensus in a complex, highly-cross functional environment
·Capable of independently and accurately representing complex issues to myriad stakeholders
·Provides scenario analysis for complex issues with significant business impact
·Communicates project and portfolio risks, opportunities, and options to the most senior leaders in GMS
·Able to garner credibility and support across the organization through influence
·Acts as an advisor to portfolio management staff, coaching on problem solving approaches, methods, tools and techniques
·Performs methodical data analysis and insights to underpin all recommendations; able to explain and justify rationale
·Partner with internal functions, including Capital Engineering, IT, and Finance, to ensure cross-functional value is delivered as the enterprise evolves and improves.
·Establish and maintain a global Portfolio Management community of practice
·Develop and execute the global communication plan for the center-function Portfolio Management Office
·Directly design and implement the continuous improvement processes for the PPMO electronic and business systems, processes, and tools
DIMENSIONS AND ASPECTS
Technical/Functional (Line) Expertise
·Expert at rapid, global-scale change management and stakeholder management
·Subject matter expert on project and portfolio management
·Direct experience with biopharma manufacturing operations and business processes, with technical understanding of manufacturing plants
·Proficient / Expert at user interface design and visual layout.
·Able to lead colleagues through influence at, below, and above peer level in both sites and functions
·Understand communication challenges across multiple global countries and cultures (Americas, Europe, Asia, Emerging Markets)
·Able to rapidly resolve conflicts while ensuring buy-in from stakeholders
·Able to both detect and rapidly adapt to changes in other parts of the enterprise
·Able to plan and lead cross-functional workshops of varying scope.
·Must be able to plan the critical path and hold team members accountable for their activities.
Decision-making and Autonomy
·Drives consensus on the global processes, systems, and tools
·Able to choose the optimal set of priorities among myriad competing priorities in a changing environment
·Engages internally with senior executive level, mid level, and functional leaders across the SBE functions, Capital Engineering, IT, Finance, Quality, OpUs, and Sites to establish the standard process, system, and tool
·Perform stakeholder analysis to understand barriers to change; identify risks and implement mitigation plans. Manage and execute communication to all stakeholder groups
·Uses information technology and business processes to solve complex, poorly defined problems.
·Consistently strives to identify transformation opportunities
·Comfortable deploying the Minimum Viable Product model to iteratively improve new processes and tools
·Must understand the relationship between product priority and project priority.
·Must understand the cultural, regional, and regulatory variation across the global footprint of manufacturing sites to execute feature development and change management activities
EDUCATION, BEHAVIORAL COMPETENCIES AND SKILLS:
Education / experience
·Minimum of a four year Bachelors Degree, preferably in engineering, life sciences, or business (or equivalent experience). Master’s Degree in a technical discipline and/or MBA is a plus.
·Minimum 6+ years Project Management experience including 2+ years of large program and/or portfolio management experience
·4+ years in industrial operations. Biotechnology / pharmaceutical industry experience desirable.
Core Competencies / Skills
·Outstanding communication skills including the ability to interact with all levels of management including the most senior leaders in GMS. Must be able to tailor communications to deliver the same content to vastly different audiences.
·Proven ability to make meaningful contributions with a minimum of “spin up” time. Must be able to directly link, and articulate to others, portfolio management capability to strategy. Functions well under pressure in a changing environment. Uses independent judgment to identify, plan, prioritize, and organize diversified workload as required.
·Must be proficient in the application of MS Project. Must be excellent with PowerPoint and able to both perform and consume analysis with Excel (VBA experience a plus). Experience with enterprise PPM software a plus.
